Summary
FINANCIAL RESOURCES (FR) TAG Recommendations Accepted:
Out-of-State Tuition for Contiguous Counties
The PLT recommendation to accept the recommendation of the FR TAG that
the KCTCS Board of Regents establish an out-of-state tuition rate for
counties contiguous to Kentucky as follows:
o The rate would be 20% greater than the in-state rates
o Existing interstate tuition reciprocity agreements would be honored
o The board should implement as soon as possible in time for academic
year beginning July 2003.
The recommendation was accepted and will be taken into account in the
next budget cycle.
INTERNAL RESOURCES (IR) TAG Recommendations Accepted:
Student Catalog
The PLT recommendation to accept the IR TAG recommendation to continue
with the system-wide catalog with an option for a district version for
districts that chose to publish one was accepted.
Sick Leave Policy
The PLT recommendation to accept the IR TAG recommendation to change this
policy to include moving approval to CEO/CAO level, revise accrual of
leave and sick leave pool process, and allow the transfer of conversion
of staff temporary disability leave for former UK employees who opt over
to KCTCS was accepted for implementation.

LEARNING RESOURCES TAG Recommendations Accepted:
Technical College Rules – KCTCS Calendar
and Dean’s List
The PLT recommendation to accept the Calendar Rule recommendation from
LR TAG was accepted. The KCTCS Calendar rule aligns the academic calendar
for the technical colleges with the community colleges Calendar rule.
The PLT recommendation for the Dean’s List rule aligned the technical
colleges rule with the community colleges with the exception of adding
an option for technical college part-time students. The implementation
of the Dean’s List option for part-time students is to be deferred
until the “Consensus Workgroup” of the two faculty senates
reconcile the differences between the two policies.

Credit Conversion Guidelines
The PLT recommendation to accept the LR TAG recommendation regarding the
definitions and suggested ratios for the following terms: Lecture, Laboratory,
Clinical Practice, Cooperative Work Experience, and Practicum, was accepted
for implementation.
KCTCS Mission Approval Policy, Template
The PLT recommendation to accept the recommendation from the LR TAG to
revise the current policy 1.3.2.1.2 Community College Mission Approval
Policy to make it applicable to both community and technical colleges
was accepted. Additionally a Mission Statement template for colleges to
use for revisions was accepted.
Scheduled for Board approval May 2003.
KCTCS Curriculum Guidelines
The PLT recommendation to accept the LR TAG recommendation that these
guidelines include: Operating Principles, Membership, and Responsibilities,
was accepted.
DOEA Revisions
The PLT recommendation to accept the LR TAG recommendation regarding the
refining of the DOEA Form based on input from faculty, in order for the
form to be used by both community and technical colleges, was accepted
for implementation.
E-Team Model
The PLT recommendation to accept the recommendation from the LR TAG regarding
the e-team model as an alternative model for expanding on-line capacity
for colleges and faculty that choose to implement it, was accepted for
implementation.
Workload Policy Revisions
The PLT recommendation to accept the LR TAG recommendation to make policy
revisions to 2.11 to include:
o Workload defined by 2.11.1, rather than Chancellor
o Consistent language with 2.5 in faculty work areas
o Overloads approved for compensation at rates approved by the college
president rather than the Chancellor
was accepted. Additionally, the policy 2.11.1 revision expands the policy
to both community and technical colleges with the following changes:
o Specifies normal teaching load and maximum contact hours per week
o Removes overload limits (20% rule)
The external and/or internal overload form for faculty has also been
updated as a KCTCS form (applying to both technical and community colleges).

Engaging Differences Project
The PLT recommendation to accept the LR TAG recommended policy revisions
was accepted. The policy revisions are a result of the collaborative grant
project with UK to develop a website for disability information:
o 6.5 KCTCS Policies for Procedure and Disability Services
– Revision to include reference to 6.6 policy newly created
o 6.6 Student Discrimination Grievance Procedure –
New policy that provides for informal and formal grievance procedure
to resolve issues prior to the Code of Student Conduct. A grievance
form for the colleges was also developed.
o 4.1 Policy and Procedures for KCTCS Libraries –
Revision to apply to technical colleges and community colleges and reference
disability services.

2.5 KCTCS Performance Review
The PLT recommendation to accept the LR TAG’s recommendation to
revise the policy was accepted. The revisions are as follows: 1) apply
the performance, planning, and evaluation (PPE) process to technical colleges
and community colleges; 2) align the DOEA section with KCTCS DOEA form
revisions; and 3) strengthen the chief academic officer role.

Committees
The PLT recommendation to accept the recommendation from LR TAG to revise
the policy on committees (System Peer Review Committee, Distance Learning
Committee, Residency Review Committee) to apply to both the technical
colleges and community colleges was accepted. Additionally, the 1.8.2.3.2
“Residency Committee” policy was updated to be in compliance
with CPE updated policies.

TC Rules – Health Information Technology
The PLT recommendation to accept the LR TAG recommendation (from the Technical
College Executive Council’s recommendation) to revise the program
guidelines to apply to both the technical colleges and the community colleges
was accepted.

4.15 KCTCS Enrollment of High School and
Adult Education Students Policy
The PLT recommendation to accept the recommendation from the LR TAG to
revise the policy by adding the following statement was accepted:
Agreements must meet the Commission on Colleges of SACS accreditation
requirements as well as those of COE where applicable.

Honorary Degrees Policy – New
The PLT recommendation to accept an amended version of the recommendation
from the LR TAG was accepted for implementation. This new policy establishes
the procedure for awarding honorary degrees. The proposal was amended
slightly to clarify Dr. McCall’s role in recommending the candidate
for an honorary degree to the Board of Regents for approval.
