LEARNING RESOURCES TAG Recommendations Accepted:

Student Achievement Dinner - The PLT recommendation to accept the LR TAG recommendation on the plans for this year’s event was accepted. The dinner will be held in conjunction with the April 22-23, 2003, PLT meeting in Lexington.

Community College Survey on Student Engagement - The PLT recommendation to accept the LR TAG recommendations from the CCSSE workgroup were accepted as follows:


- That KCTCS conduct the CCSSE at three to five colleges (Jefferson, Owensboro and Bowling Green) as a pilot study for KCTCS, enrolling as a consortium in order to get aggregate reports about those colleges;
- That the system provide a 50/50 funding match to the participating colleges and to provide additional support (as appropriate) to colleges with the lowest retention rates; and
- That KCTCS determine from CPE whether the CCSSE will be a mandatory comparative measure to support the key performance indicators – particularly in addressing question four – “Are we preparing Kentuckians for life and work?”

The System will plan to provide up to $7,500 to fund 50% portion.
Note: Price ranges for a basic price for individual colleges are $2500, $4500, and $7,500, depending on size.

FINANCIAL RESOURCES TAG Recommendations Accepted:

Out-of-State Tuition Waiver Policy - The PLT recommendation to accept the FR TAG recommendation to revise the policy to add opening paragraphs to put in context with the approved Kentucky interstate tuition reciprocity agreements was accepted for implementation.
5.4.4.1 Procedures for Out-of-State Tuition Waiver Policy

Business Procedure - The PLT recommendation to acceptthe FR TAG recommendation on four new procedures (Employee Meals and Refreshments, Non-Employee Meals, Rental Cars, Special Purchase Authority) developed by the comptroller and workgroup composed of college business officers was accepted.

Elements of Effective Financial Management - The PLT recommendation to accept this FR TAG recommendation was accepted. The FR TAG reviewed and recommended potential elements of financial management associated with PeopleSoft reports that college presidents should have made available to them. A longer list of operational reports will be available for business, academic, and student affairs officers. The TAG also recommended a workshop to train PLT members how to use these management reports.

INTERNAL RESOURCES TAG Recommendations Accepted:

Faculty/Staff Awards - The PLT recommendation to accept the IR TAG recommendation to implement an award for excellence program that involves identifying a faculty and staff recipient for each district with the overall winner to be identified by the President’s Leadership Seminar participants and receive a cash award was accepted. The recipients would also be eligible to participate in NISOD nominations.

KCTCS Policy on Live Animals on Campus – The PLT recommendation to accept and implement this IR TAG recommendation was accepted. The recommended policy revisions reflect more appropriate language pertaining to 1) “service or therapy animals” as opposed to “guide animals”, and 2) “persons with disabilities” instead of “disabled persons.” Additionally, the registration of such animals with the Disability Services office is no longer required but suggested.

2003-04 Media Plan - PLT recommendation to accept the IR TAG recommendation to continue to fund the radio spots, bill boards, brochures, etc. as a priority in the upcoming annual budget was accepted.

AD HOC TEAM Recommendations Accepted:

Faculty, Staff, Student Elections – Consolidated Colleges - The PLT recommendation to accept the Ad Hoc team recommendation was accepted for implementation. The Ad Hoc team proposed amending the election procedures for the 2003 faculty and staff Board of Regents elections for the consolidated colleges (Madisonville, Southeast, Hazard, Somerset and Owensboro). These consolidated colleges will allow those eligible for nomination and for voting that were employed as technical college faculty or staff prior to the SACS Substantive Change Campus visits to choose which election to participate in by notifying the college election officer.
