Kentucky Community and Technical College System
About KCTCS: A Message from President McCall
Back to KCTCS General Information

Thank you for taking the time to learn more about the Kentucky Community and Technical College System. You'll find that KCTCS and its colleges are changing the lives of Kentuckians by providing:
  • Statewide access to quality, affordable postsecondary education and training through 16 colleges and over 65 campuses and other locations open or under construction.

  • A seamless system that allows students to move easily from class to class, program to program and college to college.

  • Responsiveness to the needs of students, employers and the citizens of the Commonwealth.
The General Assembly established KCTCS through passage of the Kentucky Postsecondary Education Improvement Act of 1997, which combined community colleges and technical colleges into a dynamic new system. KCTCS is exceeding expectations of its founders by:
  • Increasing access to postsecondary education. From fall 1999 to fall 2005, enrollment in our colleges increased by more than half, reaching a record total of over 84,000 students. While KCTCS already serves students from Somerset to Covington, from Ashland to Paducah, capital construction projects now under way will expand access even further. Enhanced distance-learning courses are creating still more options for students to take advantage of educational opportunities at our community and technical colleges.

  • Improving efficiency. Colleges in each of the 16 districts of KCTCS are moving at their own pace toward consolidation of functions, services and programs. Also, colleges are pursuing single accreditation under the Commission on Colleges of the Southern Association of Colleges and Schools.

  • Enhancing service to students. In seven years, KCTCS colleges have established more than 2,513 new programs that result in certificates, diplomas or degrees. Those new programs are occupational or technical in nature, but KCTCS is maintaining its traditional focus on the liberal arts. Our single most popular program is university transfer education.

  • Promoting economic development. Through the Kentucky WINS (Workforce Investment Network System) program, KCTCS is providing training for employees of new and expanding businesses, and is assisting communities in coordinating the delivery of economic development services. Kentucky employers are reaping the benefits of the KCTCS initiative to grant academic credit for appropriate workforce training courses.
KCTCS is committed to helping all Kentuckians focus on their educational goals and achieve them. In doing so we will achieve an ambitious and exciting goal--moving Kentucky to the forefront of postsecondary education.
